The Challenge: Building a Skilled, Certified Workforce for Long-Term Care
As Tennessee’s statewide Medicaid program, TennCare faces a critical mission: ensuring that thousands of home and nursing care providers deliver safe, high-quality services to some of the state’s most vulnerable populations.
To raise standards and align provider payments with quality outcomes, TennCare launched The QuILTSS Institute(Quality Improvement in Long Term Services and Supports) — a bold initiative designed to certify and accredit care providers as part of a value-based system.
Achieving this vision, however, required more than policy changes. It demanded a new, scalable model to assess and validate skills across a massive, distributed workforce: over 64,000 home healthcare workers statewide.

To support TennCare’s ambitious goals, Mursion designed a comprehensive assessment model rooted in real-world practice, not just theory.

- Development of seven competency-based assessments that mirror critical, high-stakes situations healthcare workers encounter daily.
- Pilot delivery of simulated evaluations to more than 900 learners, ensuring the approach was both rigorous and scalable.
- A statewide model built to evaluate and certify the skills of 64,000+ workers across diverse settings, from home care environments to skilled nursing facilities.
Through realistic, human-powered simulations, workers had the opportunity to demonstrate their skills in safe, supportive environments, providing TennCare with validated, actionable insights into workforce readiness.
